2/ to make my letter to Sir Hope Grant of the 12th instant intelligible to Grace, I have to state that the papers therein referred to as having been sent by me for Sir Hope Grant's perusal shortly after his arrival in China were despatched from the Secretary of State for the Colonies, 6th September 1859, with Enclosures from Secretary of State for War of 20th August 1859, and His Royal Highness the Commander-in-Chief of 16th August 1859, in reply to Colonel Caine's Despatch 192 of 20th May 1859,—all will be found in your department.
Also General Straubenzee's letter to me, of which I now enclose a copy. These papers defined clearly the relative positions of the Governor and Commander-in-Chief of the Colony, and of the Commander of the Forces; but the rules therein prescribed for the guidance.
